能美市は国際交流の歴史が深く、根上町時代、昭和３８年にロシアのシェレホフ市と姉妹都市提携を結んでいます。平成２年、当時の辰口町において開学した北陸先端科学技術大学院大学は、広く海外より【研究者と】留学生を受け入れており、留学生の多くが能美市を生活の場としています。

これまで市内において、主に草の根の国際交流事業を展開する団体や、特定の地域との交流事業を目的に活動する団体など、国際交流を基本に据えながらもそれぞれ異なった目的を持つ７団体が活動してきました。その中には、今日に至るまでに解散や休止を余儀なくされた団体もありました。そのような中で、これまで各団体が集まり、相互の連携を深めるために、活動内容や情報を交換し、協力し合ってきました。しかし、外国人労働者の受け入れを拡大する改正出入国管理法の施行やこれまでの在住外国人に対しての取り組みの限界などもあり、より一層の外国人の生活支援や市民との交流拡大を推進する必要が求められています。そこで、地域社会の一員である外国人住民の抱える様々な課題やニーズを市全体の課題として捉え、考え、話し合い、そして協力して解決する体制を構築するため、「能美市国際交流協会」を設立することとなりました。

私たちは、外国人との共生の実現に向けた様々な活動をより充実させ、市民の国際理解の増進及び国際化社会に対応し得る人材の育成、また、市内企業や各関係機関との連携強化、外国人と日本人がつながることができる社会づくり、外国人にやさしいまちづくりを展開します。

Prospectus for Establishment of Nomi International Exchange Association

Nomi-city has a rich history of international exchange. In 1963, as former Neagari-machi, sister-city relationship was established with Shelekhov-city, Russia. In 1990, Japan Advanced Institute on Science and Technology was founded in former Tatsunokuchi-machi and attracts students and researchers from around the world. Many of them live in Nomi-city.

Up till now, seven associations have worked with the aim of international exchange. Each had different focuses such as grass-root intercultural activities and cultural exchange program with a particular area. Some group have disbanded and others have stopped their activities. These groups have shared their experiences to cooperate in order to enhance collaboration.
The new immigration control law allowing more foreign workers has passed, and assistance to foreign residents has been limited. There is a greater need to enhance support for foreigner’s life in Nomi and promote interexchange activities with local citizens. Therefore, Nomi International Exchange Association was established to recognize, consider, communicate, and solve the problems and needs of foreign residents, members of local communities, as one of the city’s primal issue.

We will enhance our activities aiming at improving multicultural coexistence, developing the citizen’s capacities for international understanding to meet proceeding internationalization, strengthening collaboration with local businesses and various associations, promoting society where foreigners and Japanese can cooperate together, and constructing of safe and comfortable community for foreigners.

令和元年5月23日に辰口福祉会館交流ホールで能美市国際交流協会設立総会を開催し、翌日24日寺井地区公民館1階に事務所を開設しました。能美市国際交流協会は、今後増加傾向にある外国人労働者や在住外国人が抱える様々な課題やニーズに対応するための支援や取り組みを行い、外国人にやさしいまちづくりを展開します。また、外国人と日本人が相互理解を図り、活発な交流活動を推進します。

Foundation of Nomi International Exchange Association
Nomi International Exchange Association was established at a Foundation 
General Meeting held at Tatsunokuchi Welfare Hall on May, 23, 2019 
(1st year of Reiwa). 
Our office opened on the next day of May, 24th on the first floor of Terai 
District Public Hall.
The Association’s aim is to develop safe and comfortable community for 
increasing number of foreigners that work and live in Nomi city, by means 
of working together on their problems and needs.
We will promote active interexchange activities in order to strengthen 
mutual understanding of foreigners and Japanese.

Videophone interpretation service and multilingual translation 
tablets are to be introduced.
Interpretation and translation services will be provided by 
foreign staff and volunteer interpreters system. 
We provide interpretation, written translations, interpreters 
dispatchments.
2. Intensification of activities such as International Exchange 
Salon and local community activities
We will provide opportunities for everyone to communicate freely 
in a relaxed atmosphere by means of various salon activities and 
events.
3. Intensification of activities for raising international 
understanding and awareness
